On Wednesday afternoon, January 28, B-shift officers responded to a residence in Lebanon to conduct a welfare check on a female after receiving reports of possible elder abuse.
Officers located the individual and observed abrasions and swelling on her head consistent with abuse. She was immediately transported to Vanderbilt Wilson County ER for evaluation and treatment.
During the investigation, officers and detectives obtained warrants for Jessica West and Michael McConnell on charges of domestic assault and elder abuse.
On Thursday morning, the City Codes Department opened an investigation into the residence due to concerns about poor living conditions. During that investigation, it was discovered that Jessica West and Michael McConnell had returned to the residence.
Codes Sergeant Harris and B-shift officers responded and arrested 31-year-old Jessica West and 37-year-old Michael McConnell on the previously issued warrants for domestic assault and elder abuse. Both were arrested without incident.
West was on probation for a prior elder abuse case, and McConnell was on parole. As a result of this incident, both were found to be in violation and will face additional charges.
This is an ongoing investigation, and all individuals are presumed innocent until proven guilty.
