Chief Michael Mullins reflected on Lt. Neely’s influence, sharing, “But beyond your professional accomplishments, you have been a constant example of what it means to be a man, a husband, and a father. You’ve shown me, and many others, what it truly means to lead with love, to be present for your family, and to live a life that reflects integrity, humility, and kindness.”

From pioneering community engagement programs to ensuring officer safety as Patrol Division Commander, he has consistently gone above and beyond to serve the people of Mt. Juliet.
